  Each subscriber connects an Events API v2 routing key, allowing one
  workflow to page different PagerDuty services and escalation policies.

  When a workflow reaches a PagerDuty Tool step, Novu resolves the routing
  key stored for the subscriber and sends an Events API v2 event. The step
  content becomes the incident summary, and Novu uses a deterministic
  deduplication key so retries update the same incident instead of creating
  duplicates. If the subscriber has no PagerDuty endpoint, Novu skips the
  step.
